WORLDWIDE

NO MORE PUPPETS, PROXIES OR DIPLOMATS, ONLY "RUMMY"

"Regime change" first took place in Washington over the past

year when Defense Secretary Donald "Rummy" Rumsfeld sidelined

the Secretary of State, Colin Powell, the National Security

Advisor, Condoleezza Rice, and, finally, George W. Bush, the

lukewarm neo-conservative President of the United States.

"Intelligence" noted this change in February ("USA - Rummy's

"Regime Change" ... In Washington, INT, n. 416 6), adding that

the US Army, the USAF and the US Navy, along with the CIA, were

simply ordered to line up behind Rummy while he set up his own

Special Forces and his own intelligence service -- based on the

DIA -- to carry out his orders, the first of which was "regime

change" in Iraq. The intelligence he demanded, and eventually

received, included falsified documents "proving" that Saddam

Hussein had a nuclear arms program, that Iraqis would cheer

invading US forces, and that the Baghdad dictator had no

domestic or international backing. The United Nations and

Europe didn't do what he ordered them to do and were simply

left by the wayside. Unfortunately, reality caught up with his

high-tech, precision-strike, network-centric personal army on

the battlefield as Iraqis -- military and civilians -- kept US

(and some British) forces from simply rolling into Baghdad to

depose the dictator.

Now Rummy is getting ready to install his personal proconsul in

Baghdad, again bypassing the UN and Europe, but this time also

abandoning his British bandwagoners (both military and

businessmen, British politicians were "neutralized" before the

invasion), the entire Shiite community (which is a majority in

Iraq) and all Iraqi "opposition" groups called upon to

legitimize the invasion and "eventually" participate in a post-

Saddam government. Or as Pentagon N. 2, Paul Wolfowitz, puts

it, the UN (and Europe) can take care of food, health care and

the like, "the functional agencies that the UN has run so

successfully." In short, we kill, you heal; we order, you

perform; we make money, you don't. Rummy is installing the new

Twenty-First Century and it's "no puppets, no proxes, no

diplomats -- just Rummy."

This situation generates some interesting questions. Did

Rumsfeld decide on this policy before his invasion of Iraq --

implying that all "allies" were tricked and simply lied to --

or after the invasion started and reality -- the Iraqis -- did

not follow Rummy's orders? This question has very significant

implications for the Twenty-First Century: Will the United

States -- meaning Rummy and other neo-conservators in

Washington who will follow him -- trick and lie to allies and

enemies alike to reach its goals (which may well be unavowed or

hidden even to its allies) and simply use military force to

"correct" a reality which doesn't follow Washington's orders?

That question, at a very general level, has a very tangible

corollary: In Basra, did British MI6 and Military Intelligence

unilaterally create and disseminate the lie that there was a

popular revolt against Saddam Hussein whose troops were firing

on the protesting civilians (see article below), or were they

just "executing orders" from Rumsfeld? Then, when the lie

became evident, was it Rumsfeld or did the British Army, on tiw

own simply "turn around" and declare the uncooperative citizens

of Basra, who weren't following orders, "a military target"? It

seems that in less than twelve hours a US-backed revolt in

favor of freedom became a US "military target", an

extraordinarily rapid change among the military, unless ...

Yes, unless Rumsfeld was "calling the shots directly" or he had

already planned to designate Basra a "military target" with or

without a popular uprising against the Baghdad dictator.

So this is the new Twenty-First Century: no puppets, no

proxies, no diplomats, just Rummy. The unanticipated

consequence that Rumsfeld will soon run up against is the same

one that history -- thoroughly denigrated by the Rummy regime

neo-conservatives -- has produced in the same circumstances.

When bullies give themselves the right to invade any country

they wish, future candidates for invasion (now called "regime

change" or "the axis of evil") simply make alliances with other

major powers. Then, when an Israeli minister is shot in

Jerusalem or a Rumsfeld proconsul in Baghdad, nuclear bombs

will rain down on Cairo, then on Washington, Beijing, Moscow...

Very clearly, Syria, Iran and North Korea will be making sure

that their backing from Russia (for the first two) and from

China (for the latter) is "chiselled in stone". The world will

be back to the "Grand Alliances" but without a United Nations

rendered "irrelevant" by Rumsfeld because it refused to follow

orders. That situation is not the "Cold War" of which Rumsfeld

is part and parcel. It is exactly the same situation that

preceded World War I, except with nuclear arms. But Rummy and

neo-conservatives in Washington -- who don't fight wars, but

order them fought by others -- are not afraid: we're planning

to win the next nuclear war too.

We publish an annotated Iraqi invasion "timeline" below with

documentation sources at the end. Some of the more pertinent

media reports appear in digest form in our "Noteworthy Media

Notes" article. Separate specific articles in this issue treat

individual Iraqi subjects such as the "revolt" in Basra, the

"Coalition of Willing" fiasco, and certain cases of press

manipulation.

GOOGLE AS "BIG BROTHER" FOR ALL OF US

On 28 February, Public Information Research (PIR) nominated

Google, Inc. for the 2003 fifth annual corporate Big Brother

award. The decision of the panel of judges was to be announced

on 3 April at the Annual Conference on Computers, Freedom and

Privacy in New York City. Public Information Research, Inc., a

nonprofit public charity, sponsors the following websites:

IRAQ - Saddam Hussein and His "Doubles".  Although Western

media -- often citing the CIA or other intelligence services --

writes as if it is a given facts that the Baghdad dictator,

Saddam Hussein, has several "doubles", no convincing evidence

has every been made available. Western intelligence may well

entertain such a fiction to make Saddam think the West doesn't

know that there is only one Saddam and will easily be able to

identify him if he is caught. Saddam, of course, is quite happy

to entertain such a fiction for his own security. On 29 March,

"Focus", in Germany, claimed the German BND had examined

evidence of the existence of doubles and come to the conclusion

with forensic scientist, Dieter Buhmann, that there is no

evidence from decades of photographs that there are any doubles

of Hussein. But according to a doctor interviewed recently in a

Russian journal, Saddam has been dead since 1999. The French

press interviewed a French doctor, described as Saddam's

personal physician who stated that he had come across doubles

in Saddam's Baghdad palaces because they were persons identical

to Saddam but did not recognize the doctor and know anything

about which the doctor had discussed with Saddam. So the case

remains "open" and "Intelligence", on the basis of current

information, prefers to not make an "educated guess". It's up

to you.

IRAQ

THE "BEST" PRESS IN THE WORLD

Inexact statements, misquotes and factual mistakes are the lot

of anyone working in the media and should not be taken as

evidence of intention to manipulate information, unless they

are part of a long and consistent series of such "incidents".

The tension and stress of the battlefield, along with

camaraderie with troops with whom journalists forcibly

associate, can increase such incidents. But even with these

qualifying preliminaries, flagrant falsification and media

manipulation has always been part of warfare and the US-led

invasion of Iraq is no exception. The British Sky News-BBC-MI6-

Military Intelligence "popular revolt" in Basra (see above) is

only one of the more documented cases. Interestingly enough,

the British media has done both: generated and disseminated

falsifications, and been the entity to criticize and reveal

them. US media has been much better at "following orders". The

case of prize-winning NBC-MSNBC journalist, Peter Arnett, is

perhaps the best example since his employer, NBC, "enforced"

the White House perspective on the war by firing Arnett for

telling the truth: the US invasion was not going according to

plan because of Iraqi resistance (0331, AFP, Journalist Peter

Arnett was fired for his remarks concerning Iraq). "Tell the

truth and lose your job" seems to be the motto of the US media

under the neo-conservative Bush administration.
