IRAQ

 

SADDAM, ILLEGAL ARMS, REPUBLICAN GUARD, NOT THERE!

 

 

In our preceding issue, we mentioned that US proconsul for Iraq

and US Secretary of Defense, Donald Rumsfeld, had a choice

between Iranian-influenced Shiite fundamentalist Muslims or the

Baath Party-based repressive apparatus of the regime he

"changed" (see "Iraq - Baaths, Shiites or Just 'Rummy's Boys",

INT, n. 421 20). Even though Rumsfeld knows (and has shaken

hands with) Saddam Hussein and helped his regime in an official

and unofficial capacity -- before "regime change" was decided -

- Rumsfeld and his neo-conservative clique are far more worried

about Iran and its dominating region influence (plus its close

alliance with Russia). So it doesn't surprise specialists that

"Rummy" has told the US military, the CIA and associated

agencies to get the Baath infrastructure back on its feet and

functioning as soon as possible. It is probably the easiest

way to avoid chaos and getting US soldiers picked off

individually or in small groups by the various factions of the

Iraqi resistance. Three reports below document this current

evolution. It should be noted that the "pardoned" Mujahedeen

Khalq caused Rummy's "quickie" Special Forces victory

(remember "shock and awe") to stall and fail, obliging

Rumsfeld to call in the Pentagon "heavy machinery" that he has

spent two years criticizing and trying to "reorganize out of

existence". It just shows that Rumsfeld doesn't hold a grudge

and can change his thinking quickly ... when his back is

against the wall and his political survival is in question.

USA - KATRINA LEUNG

 

 

On 28 April, the "New York Times" reported that secret

intelligence on the Chinese leadership provided by a longtime

FBI informer was sent to top policy makers at the White House,

including several presidents, even after it was suspected that

she might be a double agent for Beijing. Intelligence leads

provided by the informer, Katrina Leung, a Los Angeles

businesswoman, may have gone to every president from Ronald

Reagan to George W. Bush, and Ms. Leung was considered such a

valuable resource that her FBI handler, James J. Smith, won a

prestigious award from the CIA for intelligence collection. Ms.

Leung was arrested in April and is now the focus of an

espionage investigation.

GREAT BRITAIN

 

STEVENS REPORT, MISLEADING THE MINISTER

 

 

In the brief 20-page summary of his third report into

allegations that British security forces in Northern Ireland

colluded with Loyalist paramilitary gunmen to murder alleged

Republican activists, published in Belfast on 17 April,

(INT, n. 421 1), the Metropolitan Police Commissioner,

Sir John Stevens, in a section headed "Other Matters Concerning

Collusion" states: "My Enquiry team also investigated an

allegation that senior RUC [Royal Ulster Constabulary] officers

briefed the Parliamentary Under Secretary of State for the Home

Office, the Rt. Hon. Douglas Hogg QC, MP, that 'some solicitors

were unduly sympathetic to the cause of the IRA.' Mr. Hogg

repeated this view during a debate on the Prevention of

Terrorism legislation in the House of Commons. Within a few

weeks, Patrick Finucane was murdered. Mr. Hogg's comments about

solicitors' support for terrorism, made on 17th January 1989,

aroused controversy. To the extent that they were based on

information passed by the RUC, they were not justifiable and

the Enquiry concludes that the Minister was compromised."

WESTERN EUROPE

 

ANTI-US ALLIANCE TAKES SHAPE

 

 

In our previous issues, we have clearly stated that the current

aggressive "pre-emptive strike" Bush White House foreign policy

could only encourage the reappearance of "grand alliances"

among nations to protect themselves. Bush and his neo-

conservatives have spent a lot of energy threatening France in

particular, but, as most specialists add, "that's because they

don't dare attack Germany and Russia" which are marching all

three toward an anti-Bush block, which may eventually include

China and India. So French President Jacques Chirac is happy

"to take the heat" while "old Europe" builds the "grand

alliance" of the future. The "economic signs" are already

there: the Airbus A400M military transport, which was supposed

to be equipped with Pratt & Whitney motors before the US

invasion of Iraq, will be equipped with European engines; pro-

Bush Spain has decided to block half the budget of the European

navigation system by satellite, Galileo; France and Japan are

testing a next-generation space shuttle in Sweden. As for anti-

terrorism, the FBI and other US intelligence services have been

using the French Morpho computerized fingerprint system too

long to change it now, so Bush is obliged to work with the

French if he's serious about anti-terrorism.

 

The only question which really remains open is whether or not

British Prime Minister, Tony Blair, who has already "sold his

country down the river" to Bush for the invasion of Iraq and

for the US "faith-based" anti-missile system, will join Puerto

Rico in trying to become another American state or definitively

cast his lot with Europe, meaning France, Germany and Russia.

The former alternative would eventually turn Great Britain, the

United States' "unsinkable aircraft carrier", into Washington's

"forward deployment base" for military action against "old

Europe" itself. If Bush and Blair remain in power, this is the

most likely outcome of the current crisis situation.

IRAQ

 

WHERE HAVE ALL THE ARMS GONE, LONG TIME PASSING

 

 

"Best evidence" of Saddam Hussein's nuclear arms program

remains the falsified document, either approved by, or

fabricated by, the CIA and MI6, that George Bush and Tony Blair

submitted to the United Nations. Since then, ... Russian

President, Vladimir Putin, in his joint press conference with

Blair in Moscow recently was quite clear: you invaded a

sovereign country and overthrew a government because you

claimed to have proof of an illegal nuclear arms program; where

are the arms? Blair and his shrinking coterie of New Labour

hawks are being pressed with the same question back home in

London, and still no "proof".

 

That is not really surprising because, as the reports below

show, the CIA and MI6 knew that Saddam had destroyed and buried

all his illegal arms. Both intelligence agencies would have

been obliged to let their political leaders know. So one can

reasonably assume Bush and Blair knew before invading Iraq that

there was no WMD program left in Iraq. Both are capable of

saying "my intelligence services didn't tell me", or "I wasn't

told by my advisors who knew". In short, since no WMD program

will be found in Iraq, there will have to be some major

"political sacrifices" in London and Washington: heads of

intelligence, national security advisors, senior military

figures, etc. The best protected are the intelligence services

able to leak documents to the press showing that they did

know there was no Iraqi WMD program and that they warned

their political bosses. Indeed, the reports below may

simply be the first wave of CIA and MI6 "counter fire" leaks to

make sure that they don't "get burned" when it becomes obvious

to the world that Bush's neo-conservatives and Blair's New

Labour hawks simply decided to ignore the world and invade

Iraq.
